* Disabled most of the unix plugin code under Windows.

+ Create symlinks at install time.
  * debian/rules:
    + Moved manpages to /usr/share/man (Closes: #210894).
    + Ignore plugins in the dh_makeshlibs call.
    + Removed the elk->scheme-elk link, it is done at make install time.
