Hacked the system to use the new LET-OPT optional argument machinery,
LET-OPTIONAL, LET-OPTIONAL*, and :OPTIONAL. The new macros are
faster and easier to read than the old PARSE-OPTIONALS and OPTIONAL-ARG
procedures.
