Subject: [PATCH] Fix partial-eval link

partial-eval.org has been taken over by domain squatters. The same
website was hosted at http://readscheme.org/partial-eval/ where it
stayed online until 2017. At both URLs the site last said:

"New citations added to the Bibliography on January 22, 2006!"
