TODO for (R6RS BASE)
* Compiler + libraries:
- letrec and letrec* restrictions (references and multiple returns)
- prohibit export of mutable bindings
- library versioning
- library phases (simply ignore)
- internal imports
- Recognize (define x)
- Add identifier-syntax
